Help on User Control Panel

I'm sorry, but I really cannot find out how to add pictures and/or gifs. I have a few banners and such I wanna add, but I can't figure out how. Can someone please notify me on how to do this? Thanks!

Well I found the image part in the profile-signature edit section, but I still don't get HOW to do it. I'm sorry I don't understand!

Well the "img" is just on my desktop, so not a real URL. Got any tips?
