After scouring my coordinates list, I found the Waypoint for Aqua City v2 in the New Continent. Turned out that it was 14k blocks out from my castle. I head there, meet up with one of the representatives to which I pay 1 diamond block for a deluxe plot, I activate the waypoint, donate an inventory full of stone and so on.
That was half a year ago. After another expedition to the underwater eden, I found all the construction on halt. My plot has not been given to me yet, and the city is only a third of what it was supposed to be. Doesn't Aquad play anymore? Because I say that we should do something about this.

How do you expect us to do something about this seeing as aquad is inactive and no staff member is likely to just hand over the permissions of the land for a reason like this, unless the plots are already laid out.
