I'm in the process of building a new city where people can buy lots already built on, open stores and I'm working on figuring out waypoints and some rail-based mass transit...but can someone point me in the right direction as to how I go about making the city "official" once completed?

You need 10+ players for a waypoint. Good luck with your town! I also suggest you add a rules board. :s
